A map that shows where a phone is now and a map that reconstructs where it travelled yesterday are different products. Historical tracking only exists if somebody actually recorded and retained the underlying points.
A live tracker repeatedly obtains positions and sends or displays the newest one. If those observations are discarded, there may be no route to review later.
A history feature stores timestamped points for some defined period. The retention period, account controls and deletion behavior are therefore part of the product, not just the map design.
